What is the GVMS system?

GVMS (Goods Vehicle Movement Service) is a British IT system that has been in place since January 2022 to streamline the flow of goods between the European Union and Great Britain, requiring carriers to generate a GMR number with a barcode. This system links all customs declarations for a single transport, enabling the driver to present a single code for border clearance purposes and informing about the status of customs control.

The Role of GVMS in the Logistics Chain

The GVMS system performs several key functions:

  • links customs declarations to a specific transport

  • enables the generation of GMR (Goods Movement Reference) numbers

  • allows for a preliminary customs control before arriving at the border

  • supports smooth vehicle flow across the border

  • facilitates the identification of goods requiring additional scrutiny

GVMS and "non-inventory" ports

GVMS is used in ports operating under the "non-inventory" system, which means that:

  • the cargo must be cleared before loading the vehicle onto the ferry,

  • all customs declarations must be submitted in advance,

  • the system generates a single GMR number linking all customs documents,

  • the driver must have a valid GMR before entering the port.

This is in contrast to the "inventory" system (e.g., Destin8), where customs clearance occurs only after the goods arrive at the port in Great Britain.

How does the GVMS system work?

The shipping process through the GVMS system proceeds as follows:

  1. Preparation of customs declarations (export, import, or transit)

  2. Receiving MRN numbers for all declarations

  3. Logging into the GVMS system on the UK government website

  4. Entering data about the vehicle, route, and MRN numbers

  5. Generating a unique GMR number

  6. Passing the GMR number to the driver

  7. Verification of GMR upon entering the port

  8. Customs control based on risk analysis

  9. Release or referral for additional inspection
